The Auditor General’s report for the year ended June 2025 examined 67 road projects worth about Shs10.6 trillion. 28 of them, worth around Shs3.5 trillion, were running between six months and more than three years late. 13 had been abandoned or suspended by their contractors. One cause runs underneath most of the others: the government keeps signing road contracts before it has secured the land.
